Annotation: The article raises the issue of the formation of Russian cooperation in the 1860s and 70s. Attention is paid to the activities of the Vetluga Zemstvo, thanks to whose members (the Luginin brothers – Svyatoslav and Vladimir; Nil Kolyupanov) in October 1865, the charter of the first credit cooperative in Russia, the Christmas Savings and Loan Partnership, was approved. The article examines the partnership’s experience and its impact on the development of credit cooperation in other provinces of the Empire, especially in Yaroslavl. The work is based on zemstvo (journals of resolutions) and archival materials, some of which have been introduced into scientific circulation for the first time, as well as on the writings of public and zemstvo figures Aleksandr Yakovlev and Nil Kolyupanov. Archival materials from the State Archive of Kostroma Region (GAKO) and the State Archive of Yaroslavl Region (GAO) were used. The funds of 205 GAKO and 485 GAO contain documents from local zemstvo district and provincial institutions covering the period after serfdom liquidation. Working with the 205 GAKO Foundation is particularly difficult. A fire in 1982 claimed a third of the valuable documents. The sources stored in the 205 fund have either been destroyed or are in critical condition.
