- Annotation: The article examines the role of the city government of Rybinsk in the process of installing a water pipeline. The study is based on an analysis of unpublished sources extracted by the authors from the Russian State Historical Archive, the State Archive of Yaroslavl Region and its branches. In addition, statistics, central and local periodicals, memoirs and memory were actively used in the research. The authors identified the main historical circumstances of the appearance of a water pipeline in Rybinsk. The work examined the process of preparing a decision on the construction of a water pipeline in the city Duma, the course of its discussion, the main controversial issues that were resolved with the involvement of technical specialists and the local community. The authors dated the opening of Rybinsk aqueduct and placed the revealed data in a nationwide context in order to properly assess this achievement of the local city authorities. In this work, the main profitability indicators of Rybinsk water pipeline were established using comparative data for other cities in Central Russia. In the work, the most preferred forms of economic management of water supply from the city government bodies were identified. In conclusion, the article draws conclusions about the significant role played by water supply in the life of such a developed district centre of Yaroslavl Province as Rybinsk. The authors found that Rybinsk aqueduct was quite large-scale by the standards of aqueducts in other cities of the Russian Empire, especially provincial ones. The authors assign a leading role in organising water supply system and building water pipeline to urban public administration bodies.
