- Annotation: The institutional development of memory policy in the Baltic states has been uneven. Lithuania was the first to establish a national memory institute in 1992, drawing on Polish experience and Eastern European trends. The Estonian and Latvian models of memory policy developed in a similar way due to their adjacent, cultural proximity and common historical context. However, in the second half of the 2000s, differences emerged – Estonia, faced with a deep crisis against the backdrop of interethnic contradictions and diametrically opposed views on the country’s past in the Estonian and Russian-speaking parts of society, forced the institutionalisation of its own historical memory. Latvia, however, having not experienced such an exacerbation of the “memory wars”, preferred to refrain from creating specialised agencies to regulate issues of the historical past, especially since the non-governmental Society of the Museum of the Occupation of Latvia actually took over the functions of the institute of national memory, patronising and accumulating pro-state historical policy in the country.
