- Annotation: The article examines the role of managers of Kostroma branch of the State Bank in organising the activities of the accounting and loan committee formed at the branch and operating during the specified period. These powers of managers were regulated by the articles of the Charter of the State Bank, approved in 1860 and 1894. The branche managers combined the functions of committee chairmen. The managers’ competence included the decisive vote at committee meetings, replenishment of the committee with new members in case of economic necessity, as well as the nomination of individual committee members for awarding honorary awards for service on the committee. The article was prepared on the basis of documents from the Russian State historical archive, which have been introduced into scientific circulation for the first time. The information extracted from these documents, makes it possible to find out the names, surnames, class affiliation, management time of Kostroma banking branch managers, their role in holding the existing accounting and loan committee, personal and professional characteristics. In the period from 1884 to 1917, six managers were replaced in Kostroma branch. Each of them contributed to the development of four areas of activity of the activities of the department and the accounting and loan committee. The result of the successful policy of Kostroma branch managers by 1917 was the development of four areas of activity of the accounting and loan committee – trade and industrial loans, agricultural loans, small loans and credit cooperation.
